The National Green Tribunal on 15.05.2020 expressed concern over the repeated allegations of "tankers mafias" in the Capital New Delhi engaged in the extraction of groundwater without any remedial action by the authorities. The tribunal was hearing a plea filed by city resident Rakesh Kumar alleging that water filling plants were being operated without license and supplying contaminated water to the residents at the Kashmere Gate here. The tribunal observed that illegal extraction of groundwater was a criminal offence and directed the authorities to devise effective mechanism for preventing its withdrawal through unauthorised tubewells. Standard Operating  Procedure (SOP) for E-Filing and Video Conferencing of cases in Punjab and Haryana High Court. Seeing that many lawyers of Punjab, Haryana, and Chandigarh are still confused about how they attend hearings via videoconferencing in the times of pandemic and social distancing, the governing high court has issued standard operating procedure (SOP) to help them learn the process. The bench is hearing all matter through Cisco Webex internet-based video-conferencing system and app, and only in case of difficulty, a WhatsApp group call is allowed. Upon being joined to the virtual courtroom, the arguing counsel shall introduce self to the bench and wait for instructions. On being asked, the party makes submissions and on the completion of the submissions, puts the microphone on 'mute' at once. The National Green Tribunal took  suo motu  cognisance of the gas leak incident in Vizag that left at least 11 people dead and affected several others. The leak of hazardous styrene gas at the Visakhapatnam plant in the early hours of Thursday killed at least 11 people and exposed hundreds of other people in nearby villages to serious health issues. NGT bench headed by chairperson Justice Adarsh Kumar Goel asked the company to pay the initial deposit with the district magistrate of Visakhapatnam and also sought a response from the Centre. “The committee may specifically report on the sequence of events, causes of failure and persons and authorities responsible, extent of damage to life, human and non-human, public health and environment – including water, soil and air, steps to be taken for compensation of victims and restitution of the damaged property and environment and the cost involved,” the bench said. Latest Judgement Supreme Court State of Rajasthan Versus  Mehram & Ors. Criminal  Appeal No. 1894/2010 decided on 06.05.2020 Supreme Court: An accused can challenge the finding and order of conviction in the appeal filed by the State, even though the said accused he had not preferred a formal appeal. The Rajasthan High Court had converted the conviction of one of the accused in a murder case (Mehram) from under Section 302 of the Indian Penal Code into one under Section 326, IPC. The State preferred the appeal against this judgment seeking restoration of his conviction under Section 302, IPC and to award him sentence of life imprisonment.
